In 2002, President Javier Cevallos became the 11th President of Kutztown University. During his tenure as president, we have seen the erosion of the quality of education, shared governance, and our status as a university. We believe it's time to have a serious conversation about President Cevallos's effectiveness as the leader of the Kutztown University community.

President Cevallos wrote the following in an open letter to KU students:
*All monies received from the parking fees are earmarked for upkeep, maintenance and improvements of the parking lots and campus roadways.
Now the truth. In addition to his job at KU Director of Public Safety Bill Mioskie works for Security Guards Incorporated based in Reading PA. The owner of this company (SGI) has also been a KU trustee and now sits as a "trustee" for PASSHE.
The guards that write these tickets are, you quessed it, employed by Security Guard Incorporated. That means that SGI was awarded a contract to write these tickets at KU and a very substantial amount of money goes to this company from the fines collected.
Additional guestions arise on exactly how many violations can be marked off on a single KU parking ticket. Some students have received tickets with several violations marked for one such parking violation. Resulting on very substantial fines. Is this legal?
President Cevallos says the monies from these fines that the students pay go to maintenance of the Campus parking lots and roadways? I think not.....
The question that should be answered by President Cevallos, is how much does Kutztown pay SGI for these guards? Vs how much money is raised by the students paying these parking fines?
